Personalized hello world tool with multi-language support.

## Usage

```bash
uloop hello-world [options]
```

## Parameters

## Examples

## Output

Returns JSON with:
- `Message`: The greeting message
- `Language`: Language used for greeting
- `Timestamp`: Current timestamp (if enabled)
