• NO facts without decisions, NO implementation steps

• HOW to implement: specific steps, file changes, tests
• NO rationale, NO alternatives

thoughts/ - Explorations & refinements

• Questions, experiments, discussions
• Understanding refinements before decisions
• Informal notes, brainstorming
• Anything not ready for formal docs
