Systems Approach to Training (SAT) Overview
SAT is a systematic methodology for designing, developing, and delivering training. This skill enables Prometheus to generate SAT-compliant courseware across multiple output formats.

Hierarchy Rules
- CLO - High-level competency statements (verb + object + condition)
- Topic - Major subject areas within a CLO
- Subtopic - Specific focus areas within a topic
- Lesson - Individual teaching units with defined duration
- Performance Criteria - Observable, measurable behaviours for assessment

Verb Selection Rules
- CLO verbs MUST match intended cognitive level
- Lower levels support higher levels (e.g., must Remember before Applying)
- Assessment tasks must align with stated cognitive level
- Avoid ambiguous verbs: "know", "understand", "appreciate" (use specific measurable alternatives)
